What is CEIR service?

The CEIR service refers to the Central Equipment Identity Register, a system implemented by a country's telecommunications authority to control and track mobile devices using their unique International Mobile Equipment Identity (IMEI) numbers.
 

Its primary goal is to combat mobile device theft, prevent the use of counterfeit or stolen phones, and enhance national security.

Key Features and Functions

The CEIR operates a central database that manages different lists of mobile devices based on their IMEI status: 
  • Black list: Contains IMEI numbers of devices reported as lost, stolen, or otherwise prohibited from accessing any cellular network in the country.
  • White list: Includes IMEIs of devices that are permitted to register on a network (e.g., legally manufactured or imported devices).
  • Grey list: For devices with an intermediate status that requires further verification.
Once a device's IMEI is added to the blacklist via the CEIR, all network operators are alerted, and the phone is blocked from receiving service, rendering it useless for a new user, even if the SIM card is changed.

How Users Interact with the Service (Example: India)

In India, the CEIR is part of the government's Sanchar Saathi portal. Users who lose their mobile phone can use the service by following these general steps: 
  1. File a Police Report: The user must first file a report with the police and keep a copy of the report handy.
  2. Get a Duplicate SIM: A duplicate SIM card for the lost number is required to receive an OTP (One-Time Password) during the online process.
  3. Submit Request Online: The user fills out a request form on the CEIR website to block the IMEI, providing necessary documents like the police report and proof of identity.
  4. Receive Request ID: A Request ID is generated, which can be used to check the status of the request or unblock the device if it is later found.
The CEIR system integrates with law enforcement and telecom service providers to facilitate the tracking and recovery of lost devices.
