Why MANAV Matters for India and the World?

In February 2026, at the India AI Impact Summit in New Delhi, Prime Minister Narendra Modi unveiled the MANAV Vision for AI — a comprehensive, human-first framework for the development and governance of artificial intelligence. “MANAV” literally means “human” in Hindi, and the acronym elegantly captures India’s philosophy: technology should serve humanity, not supplant it. 


This vision positions India as a leader in responsible AI, especially from the perspective of the Global South, emphasizing ethics, sovereignty, inclusion, and trust over unchecked innovation or fear-driven regulation.

Breaking Down the MANAV Acronym

The MANAV model rests on five foundational pillars:

•  M – Moral and Ethical Systems: AI must be grounded in strong ethical guidelines. This includes fostering AI literacy through the National Education Policy (NEP) 2020 and building public commitment, as seen in the Guinness World Record of over 250,000 pledges for responsible AI at the 2026 summit. 

•  A – Accountable Governance: Transparent rules, robust oversight, and clear human responsibility are essential. Key enablers include the IndiaAI Mission (with an outlay of over ₹10,300 crore) and the AI Governance Guidelines 2025, which embed accountability from the start. 

•  N – National Sovereignty: “Whose data, his right.” India prioritizes control over its data, algorithms, and critical infrastructure. Initiatives like the India Semiconductor Mission, secure digital public infrastructure (DPI), and joining the US-led Pax Silica Initiative for resilient supply chains underscore this pillar. 

•  A – Accessible and Inclusive: AI should act as a multiplier for opportunity, not a tool for monopoly. Through DPI, MeghRaj Cloud, IndiaAI Compute Portal, supercomputing facilities, and datasets via IndiaAI Kosh, the vision aims to democratize access for startups, researchers, farmers, doctors, and citizens across the country. 

•  V – Valid and Legitimate: AI systems must be lawful, verifiable, and trustworthy. Measures include regulations on deepfakes (IT Amendment Rules 2026), watermarking, algorithmic auditing, bias mitigation, and privacy-preserving technologies under the Safe and Trusted AI pillar of the IndiaAI Mission. 

Why MANAV Matters for India and the World

India’s approach stands out in global AI discourse. While many discussions focus on existential risks or rapid commercialization, MANAV reframes AI as a tool for “People, Planet, and Progress.” It builds on India’s strengths: a massive youth population, vast digital public infrastructure (like Aadhaar and UPI), a thriving startup ecosystem, and a talent pool that powers much of the world’s tech.

By advocating AI as a global common good, India calls for international cooperation on standards, especially to combat deepfakes and ensure developing nations become creators — not just consumers — of AI solutions. 

Implementation in Action

•  Compute and Data Access: Shared GPU/TPU resources and AI Data Labs to lower barriers.

•  Sectoral Applications: AI for healthcare, agriculture, education, and governance via DPI.

•  Regulation with Balance: Focus on trust and safety without stifling innovation.

•  Global Engagement: Hosting the first AI summit in the Global South and participating in initiatives like Pax Silica. 

Challenges and the Road Ahead

Realizing the MANAV vision will require sustained investment in skilling, infrastructure, and research. Issues like data privacy, job displacement, algorithmic bias, and geopolitical tensions in tech supply chains remain. However, by embedding human values at the core, India aims to navigate these effectively.

As PM Modi noted, AI should be like GPS — it shows the way, but humans retain command over the direction. 

Conclusion: AI with a Human Face

The MANAV model is more than policy — it is a philosophical compass. In an era where AI can amplify both opportunities and risks, India’s framework offers a balanced, inclusive path forward. It reaffirms that technology’s true measure lies not in its intelligence, but in how well it uplifts humanity.

As India marches toward becoming a global AI powerhouse, the MANAV vision ensures that progress remains rooted in ethics, equity, and empowerment. For a country of 1.4 billion, this human-centric model could define not just technological leadership, but a more just digital future for all.
